Statement on the Fourth Circuit Court of Appeals in AACTE, NCTR, & MACTE v. McMahon

April 11, 2025 — On April 10, the Fourth Circuit Court of Appeals granted a stay concerning the preliminary injunction issued on March 17 in the case filed by AACTE, NCTR, and MACTE regarding the termination of teacher preparation grants. Though the court offered no rationale for its decision, it did reference the Supreme Court ruling that was issued on Friday, April 5.

This decision means that the preliminary injunction is lifted, and the government is no longer required to provide the funding that grantees were awarded. We do not know the next steps of the U.S. Department of Education.

Over the coming days, AACTE, NCTR, and MACTE will evaluate further options with our legal team, and we will continue to advocate in Congress for continued funding for TQP, SEED, TSL, and all the programs that support high-quality educator preparation.
