Tabitha Grossman, Ph.D.

Chief External Relations Officer

Tabitha Grossman is NCTR’s Chief External Relations Officer. In her role, Tabitha is responsible for developing philanthropic partnerships to scale NCTR’s impact. She also oversees the organization’s communications and state and federal policy work. Before joining the team at NCTR, Tabitha worked with state policymakers helping them use research and data to drive policy design and implementation to improve the teaching and learning conditions in public schools at a public policy, non-profit organization. She previously led teams of consultants supporting the nation’s governors and their key policy staff at the National Governors Association Center for Best Practices. In that role, she also worked with governors to implement the Common Core State Standards and to adopt research-based state policies to improve the effectiveness of the educator workforce. Tabitha has worked for three governors designing and leading statewide initiatives to improve outcomes for at-risk students. Tabitha began her career as an educator in public school districts in central Virginia. She holds a bachelor’s degree, master’s degree, a post-master’s degree, and a Ph.D., all from Virginia Commonwealth University.
