Tabitha Grossman, Ph.D.

Chief External Relations Officer

As Chief External Relations Officer, Tabitha is responsible for developing partnerships to scale NCTR’s work. She also oversees the organization’s communications and state and federal policy work. Before joining the team at NCTR, Tabitha worked with states to develop policies to improve teaching and learning conditions in public schools at a public policy, non-profit organization. She previously led teams that delivered intensive technical assistance to the nation’s governors and their key policy staff at the National Governors Association. In that role, she also worked with governors to implement the Common Core State Standards and to adopt research-informed state policies to improve the quality of the educator workforce. Tabitha has worked for three governors leading statewide initiatives designed to improve outcomes for students in public schools. Tabitha began her career in education as an educator in Richmond, Virginia. She holds a bachelor’s degree, master’s degree, a Post-Master’s degree, and a Ph.D., all from Virginia Commonwealth University. She is based in Richmond, Virginia.
